What is Doping?
Most of you think doping is use of Narcotics or Steroids by an athlete. But it is not totally correct. Doping is use of prohibited substances or prohibited method by (which are name by WADA) athletes to enhance sports performances.

What is WADA?
WADA (world anti doping agency) is an independent international agency .WADA coordinates and monitors the global, harmonized fight against doping in sport. It is an equal partnership between the Sport Movement and governments of the world, established in 1999.

What is anti doping code?
The Code is the core document that provides the framework for harmonized anti-doping policies, rules and regulations within sport organizations and among public authorities. It works in conjunction with five International Standards aimed at bringing harmonization among anti-doping organizations in various areas testing, laboratories, Therapeutic Use Exemptions (TUEs), the List of Prohibited Substances and Methods, and for the protection of privacy and personal information.

What is the anti doping list?
This is included in the code. It contains all prohibited chemicals and methods. This is prepared by WADA and update every year.

What are the main prohibited substances (chemical groups)?
Anabolic Agents (S1.1 - endogenous (a) and exogenous (b) anabolic androgenic steroids and S1.2 – other anabolic agents)
Peptide Hormones, Growth Factors and Related Substances (e.g. erythropoiesis-stimulating agents, insulins, growth hormones)
Beta-2 agonists
Hormone Antagonist and Modulators (e.g. aromatase inhibitors, selective estrogen receptor modulators)
Diuretics and Other Masking Agents (e.g. diuretics and plasma expanders)
Stimulants
Narcotics
Cannabinoids

What are the main prohibited methods?
Enhancement of Oxygen Transfer (e.g. blood doping, modified haemoglobin based blood substitutes)
Chemical and Physical Manipulation (e.g. manipulations to alter the integrity and validity of urine samples)

Why should you avoid doping substances?
Most of these substances damage athlete's health, doping destroy the spirit of the game.
These are few side effects.Increased risk of liver disease
High blood pressure
Increased risk of cardiovascular disease
Psychological dependence
Increased risk of contracting infectious diseases such as hepatitis B and HIV/AIDS (from needles)

What is therapeutic use exception (TUE)?
The World Anti-Doping Code (Code) provisions on therapeutic use exemptions (TUEs) recognize the right of athletes to medical treatment. If the medication or method an athlete needs to treat an illness or condition (as prescribed by a health care professional) is included on the Prohibited List, a TUE will constitute the authorization required by the athlete to use the otherwise prohibited medication.

What are the criteria for granting TUE?
The athlete would experience significant health problems if he or she did not use the prohibited substance or method
The therapeutic use of the substance or method would not result in significant enhancement of performance other than the one that can be attributed to the return to a normal state of health after the treatment of the medical condition.
There is no reasonable therapeutic alternative to the use of the otherwise prohibited substance or method.
The necessity to use a prohibited substance or method must not be the consequence, total or partial of a prior non therapeutic use of a prohibited substance.

Who is responsible for TUEs in Sri Lanka?
National Anti-Doping Organization (NADO-Sri lanka) has a process in place whereby athletes with documented medical conditions can apply for a TUE. Applications are to be appropriately dealt with by a panel of independent physicians called a Therapeutic Use Exemption Committee Sri Lanka(TUEC). Sri Lankan NADO, through their TUECs, is then responsible for granting or declining such applications.

How to apply TUE?
The process for an athlete to apply for a TUE is fairly simple:
International athletes and national level athletes should contact Sri Lankan NADO or National Federation and ask for a TUE application form.
Each athlete should ask the physician who wrote the prescription to fill out the TUE application form, produce the required supporting documentation and forward this form and documentation to the National federation or NADO (whichever applies).
There is only one custodial organization for a TUE at any one time. It is usually the NADO for national level athletes and for international athletes.The IF may mutually recognize a NADO TUE if the athlete moves up to international competitions. The athlete should always check with the relevant anti-doing organizations.
Note that WADA does not accept or grant TUEs although it may monitor the TUE process.
Normally every year athletes need to apply for a new TUE.

Inform medical and other support personnel of obligation not to use banned substances and methods
Apply for TUE if required in time
Provide whereabouts information to national federation
Be available and cooperate for sample collection
